In a large bowl, toss the sliced steak with arrowroot starch until coated. Set aside.

Heat 1 tablespoon of oil in a large skillet or wok over high heat. Add the broccoli florets and carrots. and Stir-fry for 2-3 minutes, until the broccoli begins to turn bright green. Remove the veggies from the pan and set aside.

Add the remaining tablespoon of oil to the pan. Add the sliced steak and stir-fry for 3-4 minutes, until browned and cooked through.
In a bowl, whisk together the beef broth, soy sauce, honey, oyster sauce, garlic, ginger, and red pepper flakes (if using).
1 Cup beef broth, 1/2 cup soy sauce, 1/3 cup honey, 1 tbsp oyster sauce, 8 cloves garlic, 1 tsp ground ginger, 1/2 tsp red chili flakes, salt & pepper
Add the sauce to the pan with the cooked steak. Bring to a simmer and cook for 1-2 minutes, until the sauce has thickened slightly.
Serve the beef and broccoli over rice.
